Main Project Features:
The Ministry of Rural Development (MoRD), Government of India (GoI) is in the process of implementation of various major programs which need to be supported by corresponding ICT initiatives. The two key programs are the DDUGKY earlier known as Aajeevika Skills Program (ASP) and the Rural Mission Mode Project (RMMP).
The DDUGKY is currently one of the key areas of thrust of MoRD and is aimed at alleviation of rural poverty through career promoting skills and placements. The key focus area of program is the skilling and placement of poor rural youth in regular wage employment. DDUGKY is also designed to be socially inclusive through its mandatory reservation for disadvantaged groups such as the SC/ ST / women and minorities. The program also has special schemes and initiatives in the form of Himayat for J&K and Roshni for LWE affected districts in the country. The program is implemented in partnership with state governments and Project Implementing Agencies – PIAs; who implement the skilling and placement projects.
MoRD has engaged ICT – PMU to oversee the design, implementation, monitoring and operational management of these projects including providing necessary strategic, procurement, financial and IT support management for both software and hardware requirements. The broad scope of work of the PMU
· Strategic Support in the design, implementation and operational issues of e-Governance projects also prepare DPRs for strategic initiatives and support the divisions in obtaining approvals for the DPRs. Inputs on the cutting edge developments in ICT at a global level. The PMU supports in reform/ development of IT related procurement policies taking into account extant policies in GOI and global developments.
- Implementation Management – The PMU responsible for all aspects related to implementation, monitoring of the ongoing projects with respect to delivery of solutions including review of all related solution development and implementation documents and its proper deployment by the solution vendors during the implementation phase.
- Project Operational Management– The PMU performs various operational management activities such as monitoring, uptake by the stakeholders, handholding of key stakeholders, SLA management as well as coordination with vendors and other key stakeholders.
- Business Process Reengineering – PMU is also involved in the reform process for the SoPs and notifications implemented in the program. Appraisal process has been updated as per BPR

Activities Performed:
o Design, Develop and document strategic plans, roadmaps, assessment plans, reports, presentation and other documents as required
o Provide strategic support to MoRD including in project design IT advisory committee, Program Heads, Regional and State teams and document the various outputs. Document global practices and frameworks
o Designing and program monitoring for the SECC data required for Moblisation of the prospective candidate
o Kaushl Panjee, an mobile app designed for candidate Moblisation for the states
o Representative for Job melas organised by the State SRLMs for Moblisation of the candidate
o Design and document Enterprise Architecture based model for organizational IT support and management, document architectural changes, goals, impacts and processes
o Report on refinement of procurement practices IT manual for ICT as taking into account extant procurement policies and related documents
o Project monitoring plans, reports, weekly and monthly status updates, risk assessment plans and metrics
o Compliance reports with respect to the contracts and MoUs signed
o Other Monitoring reports- Monitor and document day-to-day issues and perform issue tracking and bug resolution reports
